  • Dr. Matthew Chow joined the Telus Consumer Health leadership team as Mental Health Medical Director, effective

    February 21, 2022. Dr Chow is Past President of Doctors of British Columbia, representing nearly 15,000 physicians and medical trainees during the COVID-19 pandemic.

    Dr. Chow is a Vancouver-based specialist in child and youth mental health, one of the first in the province to adopt video-based mental health visits, and has contributed to new programs to serve vulnerable children, youth, and families in BC.

    ​Dr. Chow served in senior roles prior to his election as president, including co-chair of the Specialist Services Committee and order-in-council appointee to the Medical Services Commission of BC, where he helped oversee more than $3 billion in annual public healthcare spending.

  • A highly respected Certified Executive Coach (Royal Roads University 2002), Ingrid specializes in Leadership and Executive Development as well as career exploration and transition issues.

    Prior to her current role, Ingrid led the Vancouver Island office of a large international HR Consulting firm that specialized in Career Transition and Talent Management.

    Ingrid has also held Executive Director and VP level positions with the Manitoba Civil Service Commission in Winnipeg, the Saskatchewan Polytechnic in Saskatoon and Camosun College in Victoria where she provided strategic HR, labour relations and organization development advice and guidance.

    Her experience includes expertise in compensation and classification, employee wellness and policy development. She has held responsibility for leading and developing all aspects of the human resources function. Ingrid held the CPHR designation until 2018.

    Ingrid holds a Bachelor of Arts in Administrative Studies, an Advanced Certificate in Human Resource Management and Certificates in Mediation/Conflict Resolution, Labour Relations and a variety of assessment tools including Lumina, Insights, Strong, MBTI and Birkman. She is a member of The Boss Whispering Institute where she has learned how to coach abrasive leaders.

    Ingrid has been granted the MCC (Master Certified Coach) designation by the International Coach Federation and she is a Certified Meditation Instructor through the Chopra Centre in California.

    Ingrid was honoured to be the award recipient in Leadership Victoria’s 2015 V Awards in the Excellence Through Coaching & Mentoring category.

    According to her clients, Ingrid’s signature presence is calm, practical, insightful, kind, graceful and gently irreverent.

    In addition to her work as an Executive Coach, Ingrid co-founded the online mentorship program called Inside Public Sector Leadership which is designed to explore the unwritten protocols and grey areas that leaders in today’s public service need to navigate in the federal, provincial and municipal government.

    In her personal time, Ingrid enjoys time spent with her family. She actively engages in activities that promote and enhance the fitness of body, mind, heart and spirit.

  • Theresa Oswald is the CEO of Doctors Manitoba and has held the post since January 2018. She also served as Executive Director of the Women’s Health Clinic in 2017.

    Theresa was an elected member of the Manitoba Legislature from 2003-2016. During that time she facilitated broad ranging community change through legislative, policy, procedural and program initiatives as Minister of Health, Minister of Jobs and the Economy, Minister of Healthy Living and Member of the Legislative Assembly. Theresa has expertise in forging cooperative relationships with union, community, corporate and intergovernmental organizations. She has strong experience in the management and balancing of budgets up to $5 billion.

    ​Theresa provides effective leadership, development and coaching to management and support staff to build a dedicated, productive and engaged team. Theresa is highly skilled in crisis management, media and public relations. Known for uncompromising integrity, fairness and compassion, Theresa employs a delicate blend of brain and heart to every decision that she makes and every project she undertakes.

    ​Prior to her time in politics, Theresa served as a teacher and a school administrator in Winnipeg. She holds a B.ED and B.A from the University of Manitoba.
